During his tenure in Clayton, MO, Owens oversaw the implementation of the 2010 Downtown Master Plan that laid the groundwork for the strongest development cycle in the City’s history amounting to nearly $2 billion in commercial construction, including Centene’s 2010 headquarters as well as the current $780 million expansion and several multifamily buildings in Clayton’s downtown. Additionally, he oversaw the renovation of the new police facility, which repurposed a historic building to a state-of-the-art LEED Platinum Public Safety facility.
“It is a fantastic opportunity and challenge that is just the right time for me and made more special because of the connection with the renowned Kansas University city management program where my professional journey began and is close to where I grew up and family,” said Owens. “My roots are in Kansas and the City of Lawrence is steeped in important history and is known for great people, institutions and culture.”
